Manchester City have been charged with 115 alleged breaches of the Premier League’s financial rules, with the outcome of the case still yet to be decided by the independent panel
Manchester City have confirmed that their legal battle with the Premier League, involving 115 allegations against them, remains active with the independent panel continuing to examine the matter. This disclosure emerged within the club’s yearly financial report, which made mention of the ongoing legal proceedings.
The statement revealed: “As at the date of publishing these financial statements the independent Commission is still in the process of reviewing the matter”. This comes as anticipation builds around the conclusion of the dispute between the club and the league, with widespread attention focused on whatever verdict emerges.
The Premier League brought charges against City in February 2023, alleging the club had violated financial regulations over a nine-year period spanning 2009 to 2018 – claims the club has refuted. Following a five-year probe by the league that commenced in 2018, the charges were formally presented in 2023, nearly three years ago, whilst the tribunal hearing took place more than twelve months ago.

The allegations ranged from accusations of undisclosed payments to a broader failure to assist during the investigative proceedings. Whatever the final decision, it is expected to mark a pivotal moment for the Premier League and its stakeholders, potentially carrying significant consequences for what lies ahead.
There had been some optimism that the verdict would be “imminent”, possibly emerging before Christmas, but this now appears doubtful as the new year approaches. Speaking in late November, Man City’s former adviser, Stefan Borson, told talkSPORT: “I think Simon thinks it’s going to come out next year.
“I think it still could come out before Christmas. The decision has been imminent for quite some time; there’s not a lot that they can do. It doesn’t take that long.”
The result of the hearing is set to have huge ramifications, particularly if Man City are found guilty of the allegations. It would mark an extraordinary moment, with no precedent established for what sanctions might follow an alleged breach of this magnitude that the Premier League has outlined.
This means that, under existing regulations, penalties could range from financial sanctions to points deductions, or potentially even instant relegation. Such possibilities will naturally be closely followed across the league, especially by clubs who have competed directly with City in recent seasons.
For Liverpool, the implications are clear given their sustained rivalry with Pep Guardiola’s side during the Premier League era. Jurgen Klopp’s team pushed City to the wire on multiple occasions, and any retrospective or future sanctions would inevitably reignite debate around past title races.
Another talking point centres on the prospect of titles being revisited, with Liverpool finishing second to City on more than one occasion during the period in question. However, as the investigation only covers up until 2018, it is understood that even in the event of a guilty verdict, those championships would not be reassigned. At this point, though, it seems unlikely that titles will be retroactively stripped.
Beyond the title picture, the situation is also of interest to clubs battling for Champions League qualification. Should Man City face a significant points deduction, it could open up an additional route into Europe, potentially benefiting sides chasing the top four.
Naturally, all of these scenarios hinge on whether Man City are found guilty of breaching the rules – something they have consistently denied. The final decision from the panel remains pending, and the wait for clarity continues.
